*Hold an appropriate 4-year degree (or have a minimum of 10 years directly relevant cost engineering experience). <br>

*Two to ten years of experience in the cost engineering field (or in a related field of which two years must be in cost estimating).<br>

*These positions require knowledege gained from on-site construction experience of heavy civil or vertical construction projects. An experinece base from industrial construction or large civil sitework projects is alternatively preferred.<br>

*These positions prefer technical knowledge of several types of work including: environmental remediation, nuclear decontamination and decommissioning, and demolition; construction of major facilities, power generation, and public infrastructure; and program-level operations process management.<br>

*Ability to achieve AACEI certification as a CCT, CCE, or CCC within the first year of employment with Project Time & Cost, Inc. <br>

*Proficiency in computer skills including MS Office Suite. <br>

<description><![CDATA[The Division of HIV/AIDS Prevention (DHAP), Behavioral and Clinical Surveillance Branch (BCSB) conducts large-scale multi-site HIV/AIDS supplemental surveillance projects. In support of these efforts, MANILA Consulting Group, Inc., a Federal Government Contractor, is seeking a Data Manager for BCSB’s Medical Monitoring Project (MMP) surveillance system.<br>
<br>
Qualifications<br>
The qualified candidate should have data management and data analysis expertise, including 3-5 years of experience in managing large data sets, and a Master’s degree in a relevant discipline. Must have strong data-related skills, with experience in data management for large, multi-site projects and analysis of quantitative data. Proficiency in SAS and SUDAAN programming, and manipulation of Excel worksheets is required. <br>
At a minimum, skill in SAS language statements shall include the following: IF statements, Functions, Informats, System and Data Set Options, Labeling and Renaming Variables, Date and time value processing, Do-loop and array processing, and Macro processing. At a minimum, skill in SAS procedures shall include the following: Report, ODS, Compare, Tabulate, Univariate, Freq, Means, and Sort. Also, SAS Statistical Procedures skills must encompass at least the following: CATMOD, LOGISTIC, SURVEYMEANS, SURVEYFREQ, SURVEYREG, and SURVEYLOGISTIC. Also, should have at least 1 year of experience in surveillance, survey research, or data collection on topics related to HIV/AIDS or 1 year of experience managing a large data set along with quality assurance duties. Experience shall also include documentation of all data management processes.  <br>
<br>
Responsibilities<br>
The qualified candidate will provide quality assurance support for Medical Record Abstraction (MRA) data collected in 2008, and reporting and data analyses for MRA data collected in 2005-2009 in collaboration with BCSB epidemiologists. All work will be conducted on-site at the CDC.<br>
Responsibilities will include data management for multiple years of surveillance data, data analysis, and programming in SAS and other languages as appropriate to the project. Tasks may also include assisting with writing protocols or guidance for data quality assurance or other data management activities; and coordinating regular communications with staff at project sites to resolve problems. The work requires working on multiple tasks and significant interaction with technical personnel. <br>
